Word Association

I've heard arguments forever about how standardized tests are culturally biased, and over time have wavered on the issue. True, not true? Who really cares, because intelligence doesn't live and die with these tests. But...I was reading some daily news, and I guess I agree because based on your frame of reference, there are various interpretations of this headline. What do you think?
